Is Polypropylene Plastic BPA Free? What I Learned Buying Toray Plastics for a Food-Contact Project

It started with a question buried at the bottom of an RFQ: "Is polypropylene plastic BPA free?"

That was March 12, 2024. I was sitting at my desk at a 34-person custom molding company in the Midwest. We build precision tooling, make resin molds for low-volume prototypes, and run short production runs for OEMs. I've been procurement manager here for six years, with a materials budget that's hovered around $1.3M annually. I've negotiated with 40-plus vendors, tracked every invoice, and built a TCO spreadsheet that has saved us more than once.

The RFQ was for 12,000 polypropylene guides for a food packaging line. Clear specs, decent volumes, the kind of job we normally quote after one phone call. But the compliance section had a question that made our lead engineer roll his eyes: "Is polypropylene plastic BPA free?"

"Of course it is," he said. "PP doesn't contain BPA." He wasn't wrong. But that wasn't the whole question.

The PVC Plastic Trap

We had a small stash of PVC plastic compound in the warehouse, left over from an order for industrial machine guards. The material cost was already sunk, and our line manager suggested we use it for a quick prototype. From the outside, it looked like the smart move: existing inventory, no new purchase, fast response. The reality was different. Food-contact compliance isn't determined by the polymer name. It's determined by the finished part, the additives, the processing, and the migration testing.

Some PVC plastic compounds are food-grade. Some are not. The batch we had was not certified for food contact, and it didn't come with the documentation a food-safety auditor would accept. "BPA-free" was never the actual issue. The issue was traceability.

This is something we've learned the hard way when making resin molds: two molds made from the same resin can behave differently if the raw material changes. You need documentation, not assumptions.

The Search for a Better Paper Trail

We needed a resin with documentation that could stand up to a customer audit. Generic polypropylene pellets from a local distributor were cheap, but their paperwork was thin. When I asked for a migration test report, they said "it should be fine." That wasn't good enough.

I sat down one afternoon and typed "Toray official website" into my browser. I wasn't looking for carbon fiber data sheets—we weren't building aerospace parts. I was looking for Toray plastics, the engineering resins side of the business. That search led me to Toray Plastics America's product library. I checked it again before writing this (as of January 2025), and the compliance library is still there.

What impressed me was how specific the documents were. Data sheets, compliance letters, and processing guides. For the grade of polypropylene plastic I was evaluating, the compliance documentation referenced FDA 21 CFR 177.1520, which covers olefin polymers. It also listed testing details for migration and extractables. That level of transparency made our engineer's eyebrows go up.

So, is polypropylene plastic BPA free? Yes. By chemistry, BPA is used to make polycarbonate and epoxy resins, not polypropylene. But if a customer asks that question, spend a minute thinking about what's underneath it. They're really asking whether the part is safe for food contact. That requires more than a single keyword.

Three Quotes, One Decision

We ended up with three quotes. The first was for non-certified PP at $0.68 per part. The second was for food-grade PVC plastic at $0.79 per part. The third was for a Toray polypropylene resin through an authorized distributor at $0.91 per part.

The arithmetic was simple: 12,000 parts meant a $2,760 difference between the first and third quote. I've spent my career chasing savings like that. But our TCO spreadsheet told a different story. The non-certified option would require our customer's food-safety team to run additional validation. That meant weeks of emails, samples, and audits. The food-grade PVC would need a processing aid review. Only the Toray option came with the documentation we needed to move quickly.

The upside was confidence: a certified PP resin with a known manufacturer, batch traceability, and a compliance file. The risk was paying a premium and still missing the deadline. I kept asking myself: is $2,760 worth potentially failing a food-safety audit? The answer was no.

The cheapest material is only cheap if the paperwork comes with it.

The Result

We submitted the Toray PP grade in our quote. The customer's engineers approved it, and the order went into production in May 2024. The parts passed the food-contact review on the first pass. Our production manager, who is not easy to impress, said that had never happened before on a food-safety submission.

I checked the final invoice against our cost tracking system. The material premium was real, roughly $2,760. But the alternative was a six-week qualification delay and the possibility of a rejected batch. A rejected batch would have cost at least $12,000 in rework plus the relationship. The math became obvious.

The TCO Lesson That Stayed

Here's the bigger point: when that customer receives those polypropylene guides, they're not just seeing plastic. They're seeing whether our company understands food safety. A supplier that can't show traceable materials is signaling that compliance isn't a priority. That's a brand image problem, not a purchasing problem.

When I audited our 2023 spending, I found that about 14% of our material overruns came from suppliers with incomplete documentation. We had to re-test, re-order, or explain to customers why we picked an unqualified material. The cost never showed up on a quote, but it showed up in the profit line.

I do not regret the extra $2,760. What I regret is that it took me this long to name "compliance confidence" as a real line item in procurement. It's not on a standard P&L. But if you calculate the cost of one failed audit, one rejected lot, or one recall, you'll see why it belongs in your total cost of ownership.

We now apply this rule to every material we buy, including the resins we use when making resin molds. If I can't trace a raw material to a manufacturer with clear compliance documentation, I won't quote it. Period.

So the next time someone asks you "Is polypropylene plastic BPA free?", answer the question politely. Then ask yourself what they're really asking. Are they checking a box, or are they trusting you with their customers' safety? If it's the second one, you don't need the cheapest material. You need the traceable one.
